Generally, the people use AirPrint printer to print on the iPhone, iPad. But if you haven’t a printing machine and your iOS device (iPad or iPad) default web browser is Safari and want to save a webpage as PDF on iPad, iPhone or Mac then you not need any third-party app to do that.

The Show All Tabs button lets you view the web pages you have open on your iPhone or iPod touch (iOS 11 or later), iPad and your other Mac computers (macOS Sierra or later). Make sure Safari is turned on in iCloud preferences (on your Mac) and in Settings > iCloud (on your iPhone, iPad and iPod touch).
